We really have no way of knowing what progress has or hasn't been made against terrorism.

The fact there hasn't been an attack doesn't mean too much ... we went 8 years without a domestic attack before 9/11, but as we saw we didn't make much progress against terrorism.

Conducting a terrorist attack in the US is laughably easy, as the DC sniper showed us. The lack of more such attacks either means we are making progress, or it means the terrorists have bigger things in mind.
