I think I've figured out the problem here. To you, the statement "Bush and Blair (prior to the war) claimed Saddam had WMD" means "I, CobaltBlue, on July 19, 2004, say that Saddam had WMD and can prove it."

My guess is that you have something like Asperger's Syndrome, high functioning autism. Complete inability to decipher layers of knowledge - "she said that they said that he had WMD" apparently baffles you.
