It's pretty hard to accidently discard a classified document.

on the other hand, it would be easy to intentionally discard a classified document.

When a normal person loses a classified document its a really big deal.

Now that is a mystery, ain't it?..... Kinda reminds me of the 1400 odd pages the admin had redacted from the 911 Commission Report... Also reminds me of the permanently lost records from Bush's National Guard time, however much that was....
