So, why do you suppose the might have "stolen" them? How might he have benefited from that? I think we need to ask the person he inadvertently discarded them to . And how might that be? He should have requested a copy from the folks letting him see them or from the originating authority. They would then determine his need to know and access level. Getting clearance to read a document in a classified vault or secure area is not clearance to remove the document. He knows that.
