As for Berger being a Kerry advisor and saying that somehow Kerry bears responsibility for Berger's actions.

Kerry Meets With the Press About Berger Affair - Yes, Sandy Berger is my most trusted advisor on national security and on Bin Laden. If he is jailed as a consequence of this investigation, I will pardon him when I become president. BTW, did you know that I served in Vietnam?

Condi Rice should also step down for lying and ignoring terrorism prior to 9-11. What Rice has done is far more serious though I hardly condone stealing papers if that's indeed what Berger did. Berger has now resigned from the Kerry campaign.
