I was talking past tense, you present tense. al Qaeda may not have been a country, but they were mostly concentrated in one small part of the world. We should have got them then, chased them until we got them.

Now you can't get them with an army... they've been scattered. So it's beefed up intelligence and clandestine work, it's police type work, and it's special forces. It's a concerted effort by all the democracies, working very closely together.
