you'd be surprised how many votes occur in congress without the legislatures reading the bill....

I think Berger's problem was arrogance. He thought he was somebody that didn't have to follow the rules. Just like Clinton thought he could lie under oath and Martha could lie to SEC investigators.

Berger knew what he took was the originals or he wouldn't have taken them....

I just heard Jim Woolsey (a neocon) on Lou Dobbs say that he's made similar mistakes, and that they happen all the time, and that he didn't think Berger had any bad intentions. David Gergen said basically the same thing earlier in the day.

I'm withholding judgment, for now.
