So, for me it boils down to: 1. He was sloppy. 2. He was protecting someone or something from the sunlight. 3. He is an arrogant jerk. I'll go with door number 2. Your turn. Where senior government officials are concerned, your three is almost always my first door of choice. Ubiquitous trait I've had to deal with way too many times. Root of all evil, at least at the top of the government. <g> I don't think two is very promising. At this point it looks like copies of what is missing are available elsewhere. That may may or may not hold up, though.
