Bush disbanded CLinton's counter-terrorism network. You heard Richard Clarke. Not a single high level meeting on terrorism once Bush took over. Furthermore, the FBI was called off the Saudis, Ashcroft told the FBI not to bother him with terrorism reports and Condi Rice (supposed to be national security advisor) didn't even mention terrorism. And neither did Bush or Cheney or Rumsfeld. However they were aggressively engaged on the useless boondoggle called SDI which still doesn't work after decades of testing and has no apoparent target other than Chiona whom the Bushies have helped by out-sourcing US jobs to.
