Firstly, I don't favor playing God with other nations. I believe that like all natural systems, when left alone, social systems will balance themselves out for the best.

Now with that out of the way, there are countless examples of minority ruling over the majority. The Brits were masters of setting this up so (always with catastrophic results for the local population). But if you manage to establish a Shia government in Saudi, you manage to reign in the Wahhabis; you create competition for Iran in the Shia world; you will never have trouble from Saudi because a minority will not be able to rule without foreign help; etc, etc.

I know Israel really wants to see this happen, but it is not going to. There are just too many practical problems. The time for some things is just gone away. Better to think out of the box and find other solutions.
