Bush and his gang exaggerated the evidence, cherry-picked it, used unreliable and dishonest Iraqi dissidents as their sources without telling the Senate who the sources were, coerced the CIA to find anything to back up their rush to war and outright lied to the American people about the imminent threat of Saddam. That is the real issue, not who voted to allow a use of force. The use of force was supposed to be a last resort, not a first resort.

Bush is responsible for rushing in Iraq unprepared, no one else. The Senate never dreamt he would proceed so recklessly, and that his evidence was so tainted, flimsy and inaccurate. War is the president's responsibility and the president is also supposed to TELL THE TRUTH when he talks about going to war.
