The figures, which measure chip supplies beyond what is needed to avoid disruptions, include inventory held by distributors, contract manufacturers, retailers, and chip makers themselves.

I am not sure how they measure this either, as retailers probably would not want to disclose whatever inventory they had above and beyone what is needed uness they absolutely had to.
