Berger was on the ball at the top. That meant everyone under him was also on the ball, including Customs. They were warned about a Milennium attack and they twarted it. Bush meanwhile came into power and wasa warned many times about Al Qaida hijackings, but did literally nothing. Not a thing. Neither did Rice, Ashcroft or Rumsfeld. They had their minds elsewhere, on useless programs like SDI that don't even work.
