You might call that exploitation of children but to those children and the families of those children, without any income at all they have less than nothing, not even survival. Don't you see that that alternative to them is death? People used to protest the exploited circus side show freaks too and tried closing down the shows. Guess who was most upset by that? The freaks themselves. That was the only living they had.
