There is a time and place for terminations with extreme prejudice, and that was one of them. But that can work on the scale of a city. A region or country is a different matter. Yeah, Israel has Hams constrained. But that doesn't stop Palestinians from wandering onto a bus or into a marketplace with explosive lined overcoats...
