No it was not cheney's responsibility. He had no responsibility as long as the president was alive and well. Might want to double check what the job discription of the veep is in the US constitution.

Where in the hell did you ever hear that???/ Would a general wait for a colonel to act? That seven minutes will go down as the biggest stain on the Bush Presidency....bar none. A line officer behaving cowardly like that might well have been shot by his own troops...
