What matters is whether the document is available elsewhere or not.


I think Berger figured if they weren't in the collection for the 911 commission, they wouldn't be seen by them. Why else would he repeatedly take them? So he could look them over at home and return them? When they came for the Docs, he couldn't even find all the copies. No other reason makes sense. Remember, his job was to pick and choose the ones the commission would see. Why they let him do it, God only knows.
