China to construct six sci-tech platforms


At the sight of the"Outline for construction of national scientific and technological basic conditions platform"transmitted by General Office of the State Council recently, Liu Chuang, greatly excited, exclaimed "excellent" three times in a row. Coming back to China after studying in the US, Liu Chuang is confronted with three difficulties: difficult to find scientific data, equipment and experiment assistant. "The country is beginning to manage and coordinate scientific and technological resources just like what they do for water and land resources, so we can feel relieved now."

"You may not be familiar with the 'scientific and technological condition platform." Explained Liu Yanhua, vice-minister of Science and Technology, in an interview, "To put it plainly, it is to integrate a lot of equipment, information, talents and research materials that are spread out in different places to achieve sharing, thereby increasing the utilization efficiency of scientific and technological resources and improving the current backward supporting conditions for scientific researches.

On the one hand, Chin's cost in scientific research is only 4.7 percent that of the USA, 8.9 and 27 percent respectively that of Japan and Germany. And on the other, the utilization ratio of domestic large scientific equipment is less than 25 percent (in terms of 8 hours per day), while that of developed countries reaches 170-200 percent. In a situation of limited scientific and technological investment, the impacts exercised by the sharing of scientific and technological resources on the efficiency and competitive capability by science and technology innovation are becoming increasingly obvious. "Under the current conditions, how can our scientists be competitive enough to reap the Nobel Prize in international competitions?" said Liu Yanhua.

In 2002, Ministry of Science and Technology launched the research on the construction of the national science and technology basic condition platform. So far the Ministry of Finance has allocated 600 million yuan to promote the platform construction and resources sharing since last year. The platform construction is comprised of three aspects, namely material and information guarantee system, regulation system focusing on sharing, and professional technical talents. And it includes the following six platforms: research experiment base, large scientific and technological equipment sharing platform, natural scientific and technological resources sharing platform, scientific data sharing platform, scientific and technological documents sharing platform, achievement-service transformation platform and network scientific and technological environment platform.

Currently, an inter-ministry joint commission for platform construction has been set up. With the Ministry of Science and Technology taking the head, the commission pools in 16 departments concerned of the State Council, such as National Development and Reform Commission, Ministry of Science and Technology and Commission of Science Technology and Industry for National Defense. The main task at present is to set up a law and regulation system as well as pilot demonstration of resources sharing.
