When the wheels of Administration are not concentrating on the job that needs to be done then the others are also not doing their job. The entire country was focussed on who President Clinton slept with including the Republican dominated Congress. If the CIA and FBI and other Govt. agencies can work on their without the need for other organizations such as Congress, the White House etc. then why have a President, what is the purpose of the Congress. The troops might as well fight on in Iraq, the CIA and FBI can continue to function on their etc. In private companies why have a CEO, why have the HR, etc.
