If you recall Rice's testimony the Bush administration did develop and OK a plan to target AQ for eradication. 8 months starting from scratch wasn't time to do much more.

It's typical of your kind to pretend to care about national security when you want to blame a Republican for an attack. If you were really upset about Bush not accomplishing much materially in 8 months, you'd be even more upset that Clinton-Gore accomplished no more over 8 yrs.
