Bush-haters are not concerned about the logical inconsistencies in the arguments of Bush-haters.

On the one hand, they say Bush was terribly negligent for not taking out Al Qaida unilaterally and preemptively* immediately on entering office. Sure he had made plans to do this by 911 but they hadn't been implemented. But although Bush was a miserable failure by not wiping out Al Qaida in his first 8 months, Clinton and his team were on the ball even though they didn't do in 8 years what Bush is condemned for not doing in 8 months.

*And of course, the doctrine of unilateralism and preemption are condemned by Bush-haters as well as new dangerous neocon ideas.

It's true that Bush isn't running against Clinton. But he is running against a liberal member of Clinton's party who has said he wants to return to the "law enforcement" way of responding to terrorism that hamstrung the Clinton administration. So there is reason to expect that a Kerry administration would handle things similar to Clinton's administration.

BTW this isn't correct: ..even though the FBI and CIA wouldn't say they had proof bin Laden did it till after junior took office. Everyone knew who was responsible for the Cole bombing immediately. It was SOP in the Clinton administration to demand more and more proof to justify inaction.

And ah, the 7 long minutes: Then he sat on his ass for 7 long minutes Oh yes, if Bush had just not sat there for 7 minutes the course of history would have changed - NOT. If Bush had spent those 7 minutes on the crapper it wouldn't have made a difference.

Lastly I would note that you make much of manned vs unmanned drones. Manned drones are great, though we have cruise missiles and didn't and don't require manned drones to hit targets in Afghanistan.
