4% is a historically unusual number and you know it. When the rate is that low it means they are putting suits and ties on tramps and bums at that point and sending them to the office because they have to hire somebody. Any President in office presiding over an UR of 5% to 6% has nothing to worry about. Those are normal historical numbers. And if a President is direclty solely responsible for lowering unemployment rates, then shame on them for hiring Federal workers to do that. By the way if Clinton literally did what you said, that would mean putting nearly 9M additional people on the Federal Govt payroll including their Contractors without any demand for such pork barrel services.
