The film of those minutes need no ones opinion and Moore did not express his....he was making lighter comments intended to be funny while the seven minutes reeled out. I would have suggested to him that he run a split screen of the exact times with the videos of the WTC...., they clearly speak for themselves and it's also clear you haven't seen them.... Do yourself a favor and find the clip on the net...no can say that what occured did not occur. So again, it is not an opinion you're hearing. And yes, I am willing to say that with 100% certainty, I would have and you would have done something differently. It would be extremely unlikely we could find a person who would sit frozen like that given his position of responsibility.
