Why would there be two reports if there is only one commission?

You must have missed that facet of the discussion when all that partisan hostility showed up during the hearings. Perhaps you were focused on Jamie Gorelick. <g> Kean promised that they would be able to agree on one report but most people thought it unfeasible that they would agree enough and that the commisssion would break down and end up with either no significant report or two reports.

If you want to throw outsiders into the mix, I don't think you appreciate how delicate it probably was for the commission to produce a consensus report, something they all could support.

Think of it like the way that the Supreme Court issues multiple reports/opinions. Same idea.
