This great quote sums up what countries like Spain and the Philippines did.

"You were given the choice between war and dishonor. You chose dishonor and you will have war."

Winston Churchill on Munich

The message that the alarmed and panicked marshals are sending out is that if and when we view suspicious behavior, we should all just sit tight in our seats, shut up, and do nothing until it's too damned late lest we possibly risk blowing their cover.

Typical police response. Those pros are trapped in "inside" the box thinking. Once again, the authorities are searching for the guilty and punishing the innocent.

A few days ago, I heard someone suggest that thinking out of the box is no longer sufficient. He said we need to think outside of the box cutters.
Cute, but also meaningful. I agree with his thinking because I am absolutely opposed to placing full responsibility for my personal safety with government pros.

I believe we, individually, must adapt to the idea of accepting responsibility for our own safety. Tom Ridge agrees. At the Homeland Security website, you will find the following three quotes:

Biological Threat
“In the event of a biological attack, public health officials may not immediately be able to provide information on what you should do.”
Radiation Threat
“As with any emergency, local authorities may not be able to immediately provide information on what is happening and what you should do.”
Chemical Threat
“Quickly try to define the impacted area or where the chemical is coming from if possible.”
“Take immediate action to get away.”

To me that blows away any theory that the Homeland Security plans include taking care of us. Those folks are going to attempt to preserve our government. They are prepared to accept mass casualties to accomplish that.

The fact that we now have armed American military aircraft patrolling our skies with contingency orders to shoot down civilian airliners should be proof enough of that.

My advice to my family continues to be to maintain a first-mover advantage. I have told them if something is amiss or awry do not expect or wait for authorities to provide advice or solutions. The bigger the event, the less apt we are to get timely advice. Three-Mile Island proved that. So did 9/11. Three-Mile began on a Wed. The evac order came on Sunday. On 9/11, the public never got any advice.

Last year, I attended and lectured at The National Security Agency’s, Annual National Operations Security Conference in San Diego. The attendees included 700 of the top security specialists in America. The day before my presentation, I heard an NSA speaker ask the audience, “What are you going to do when we go to red alert status?” I was shocked when no one responded. The speaker continued and told the audience the thing to do is turn on your TV and radio and listen for guidance from the local authorities. I immediately recognized the problem. Knowing I had a better answer, I spent that evening adding a detailed explanation to my presentation for the following day.

America has the best security available anywhere on earth, yet Americans have the worst attitude about security. Americans want Tom Ridge and his boys to solve every problem immediately. They do not want to be involved. We want to be totally dependent on our government agencies and look to them for an answer to every issue.

Those individual civilians who are willing to start thinking outside of the box-cutters now, before the next attack, will attain the first-mover advantage. They will be the survivors.
