You probably just happened to click on it the first time when the update was running to catch the development site up with the production site. It's currently running on an hourly interval.

Where? That's a user-set option on the production site, and I don't believe the (make public) email address has even been deployed to the development site yet.

That's because of a difference in the way Dev works. Those messages won't be visible to you on Dev because, technically, they're not from or to you; they're just entries in the folder_links table.

The Dev site checks any PM to see if you're the author or recipient before it'll let you read it.

The system for dealing with mass PM's will be different on Dev, but I haven't started writing it yet.
