Clinton had no basis to wage a "war on terrorism". We had been attacked sporatically in 4th world places like Africa and Yemen. Due to airspace restrictions, we could only get into Afghanistan via Cruise missiles. Whitewater also sapped so much of his energy he couldn't give terror the time it needed, especially with the GOP crying "wag the dog" whenever he bombed Iraq and Al Qaida targets.

The first WTC attack could have been an isolated event like Oklahoma City. They caught the people responsible. They also stopped the Millenium bombing of the LA airport.

Clinton at least paid attention to Al Qaida, (ask Richard Clarke) Bush didn't at all. Bush ignored it. Clinton handed off dire warnings to Bush but Bush dropped the ball completely. So while Clinton could have done more, Bush didn't do anything and thereby allowed 9-11 to happen. Deal with it.
