I am saying, however, that local projects tend to be more efficient and more successful than those started on the state or federal level. One reason is because it's easier to keep accountability and oversight of such projects to make sure they don't waste money. Another reason is the ability to better limit and define the scope of the project, whereas at the state or federal level, such limits are hard to define.

But anyway, if you really want to point to a successful federal-level project, try our interstate highway system.

Yep. Chief competitor is IBM's Power5. Other competitors, obviously, are AMD's Opteron and Intel's own Xeon.

I am not sure that INTC is the most effective company at coming up with innovative products.

Of course no one is sure, but like I said before, that's the nature of the free market, that past winners get the rewards and thus the opportunity to define the future.
