This fight against terrorists is new ball game to be learned.
Fighter pilots have been learning tactics since WW1, and that continues today. Practice make perfect.
Learning the capabilities of their own equipment and that of the enemy.

We have been seriously lacking first hand dealings with terrorists. With Afghanistan and Iraq we are learning- and especialy learning what we will have to know to be successful in the war.
Arabs are governed more by fear than most.
If they dont fear the US, what reason would they have to cooperate?
So the US polished up the eagle and displayed an awesome military power and would have done it unilaterally if needed. ( or said we would have, because we did not)
We need someone who can speak the regional languages and understand local traditions and those would be the Iraqis who appreciated Saddams removal.
All we learn will go in Operation Manuals, their communications techniques, source of weapons and funds, disguises, modes of transportation and level of expertise.

We have many fine young students who would revel in that job. Making the connections, developing a system for sensing and locating troublemakers.

And that System will make life difficult for amateur terrorists.

Its hard to beat a good System

Cant stop them all, but can throw a lot of rocks in their gears.
