Good post, I've added it to my other FAQ, just to keep it handy, because it's one of those things that will need to be repeated over and over again, no doubt.

Again, no WMD programs are cited by Kay. Read you own post more carefully: Kay never refers to any biological OR chemical WMD programs -- NONE. When pressed about actual WMD "programs" he waffles -- falling back on referring to program activities, and raises the development of missiles, which is an area that certainly would qualify as a "program". But no biological or chemical or nuclear programs are ever mentioned -- only "activities". He also points out that by 200-2001 any nuclear-related facilities Iraq had were in such complete shambles that they were completely useless.

<PRYOR: You know, you've testified today that we know Iraq had some WMD and used some in the -- I guess the '80s and on into the very early 1990s. What is your thinking on how they got from that point where they clearly had some, to today, where I guess your conclusion is fair to say is they don't have weapons program, and if they have any WMD at all, it's very, very, small?

KAY: Well, it's not that they don't have a weapons program -- didn't have a weapons program; I hope they don't now. It is that they had a weapons program but it was a program activity designed to allow future production at some time. And that the missile program was actually moving ahead and I continue to emphasize I think is one that we paid inadequate attention to.>
