China is poor, Korea is rich. QUALCOMM sold CDMA cheaper to the poor. Tough luck for the rich.

Fleets of wealthy Koreans whining like 747s in not an endearing sound.

So, China didn't have to pay up-front fees. That's understandable as that will be more than made up in getting the place moving onto CDMA quickly, buying QUALCOMM ASICs and paying low royalties for local consumption [but higher if they sell to rich foreigners].

I say increase everyone's royalties to 7%. Renegotiate with Korean firms and make them 7%. They are making too much money from QUALCOMM's great inventions. Spectrum has been sold at high prices, which is proof that the air-interface inventors sold their 3G technology too cheaply.

Seeing rich people whining because poor ones get a break on price is unpleasant. Koreans enjoyed several years of fantasmagorical CDMA profits as a result of their early entry to CDMA. The front-end licence fee was too low, as were the royalties.
