Right. That's the idea. These funds are available for LONG periods of time. That's why the markets are the appropriate place for them.

For me, a more reasonable alternative is to do budget allocations over a period of time until SS is sufficiently funded.

You can't do that. Sustaining the current benefit payouts 40 years from now would require a 50% payroll tax JUST FOR SOCIAL SECURITY. Not counting Medicare or the general revenue funds.
