For the same reason[s] that incompetent employees in the private sector don't get fired. Not at all. In the private sector, an incompetent employee is much more likely to be history. In my experience, few employees get fired for incompetency.....malfeasance, yes; incompetency no. Doesn't always happen, but it does one hell of a lot more frequently than in government. I agree with that......but I am unsure the frequency is as great as you suggest. Most incompetent people are not fired for one consideration or another. However, I will agree that they are the first to get laid off when there is a recession.
