I would bet a piece of info picked up by a field agent goes through at least 40 other people and staffs before it gets to the Director CIA. Ditto for the FBI.

That is on of the most bothersome things about having so many layers of people in the way of a potential threat ....Government thinkers believe it is another "protection layer"....those of us not in the government think of it as a burden and barrier....

One of the most recent events told of Richard Clarke questioning whether we should go after bin Laden....and Sandy Berger saying 'no' in the margin....One just has to wonder if Clinton ever saw these notes.....or had the chance to decide for himself anything "the Layers" didn't want him to see....

And that goes for Bush as well.....Who are these "LAYERS?"
