This is exactly correct.

It is also correct that if a full State recount had been undertaken, and the stricter vote counting standards that Bush's legal team was arguing for had been applied, then Gore would have won the recount.

That's what makes the whole situation so IRONIC!

The recount rules that Gore's team pushed for (partial recount of mostly Dem-leaning counties, more liberal rules for judging what constitutes a valid ballot) --- would have resulted in his loss.

The recount rules that Bush's team argued for --- would paradoxically have given the victory to Gore.

That's what makes the whole thing so ripe for satire!
