Cheney wasn't discussing civility as was Teresa. Also note that she did say "unamerican" and was merely asked whay she meant by the term.

She then denied using the term only minutes after she spoke.

She obviously has a tentention problem. Possibly "Depends" for the brain is in order. Then again, maybe she is just real old and lucidity varies by the individual in her age bracket.
