And it's a foreign stock so foreign taxes are withheld. I think the $35 the 'broker' got was withheld foreign tax. And is that tax just on the cash dividend? Or is it on 'value' of stock div.? Beats me. I have same problem --- in both taxable and IRA acc'ts.

I don't have any DRIP program so I'm thinking of treating the stock dividend as a stock split but your suggestion to call the IRS is a good one.
