The "Ban List" works on Dev now. Wasn't a high-priority thing, but it was on the list and looked easy.

When you've viewing a Moderated thread, it'll either say "No Bans", meaning nobody has been banned from it, or it'll display the number of bans. Clicking the number of bans will show all of the aliases on the ban list.
