I don't think so. Think back, prior to 9/11, how many folks in the US were worried about terrorism? Close to zero; it wasn't an "issue". After 9/11, it was THE issue.

I just think, after 9/11, you go get the perpetrators, regardless of the cost in soldiers lives. That's just me, but I think the world, and the American people, would see that as just and right. And we seemed to pull our punches, until we got to Iraq, which is a different story.
