it is clearly an unusual situation, and not what is ordinarily meant by "harboring terrorists". For one thing, they are disarmed, and military action is interdicted. If we were "harboring" them, we would be abetting their activities.

Harboring means protecting. The U.S. is protecting MEK and may re-arm them in the future, or use the threat of re-arming them as a bargaining chip.
