But how the Bush administration has used Powell has a LOT to do with his race! Why have they let Rumsfeld run Iraq reconstruction, obviously a State department function? Why did they take all the carefully worked out after action plans for Iraqi reconstruction the State department had carefully worked out, and consign them to the round file? They've spent the man's credibility 'till it's GONE.
