Good questions. They have a kind of reverse "brain drain". The Philippines should be able to do very well indeed -- I believe that corruption plays a significant part, but is that cause or symptom of something deeper? I do not know. I do know they have a culture of "service" that allows a large number of people to go abroad and support relatives back home.
