You have now verified that there were NO ACTIVE PROGRAMS, <but it was a program activity designed to allow future production at some time>. Kay believed that there were some activities that indicated that Saddam might in the future pursue active WMD programs -- but Kay did not find even one active biological, chemical or nuclear program at the time of our invasion of Iraq -- NONE. All statements about ongoing, active biological, chemical, and nuclear programs and/or research programs in these areas are FALSE and COMPLETELY without foundation and nowhere to be found in the Kay report or in any other authoritative investigative report.
