There have been two major fires in facilities storing military records. The one in the 1970s destroyed WWII documentation. The one in the 1990s destroyed Vietnam era documentation. I know people whose commendations and medals were never sent.

since we are dealing in factual stuff as you say, let's see what the facts are:

produce the supporting documents for kerry's Silver Star and it will be very easy to determine whether he is a bona-fide hero or the execution of a VC who lowered his weapon, ran and was found hiding/cowering as he was shot.

the facts are 2,500,000 veterans of the Viet-Nam war served a 12 month tour. please add to my list of names of military personnel who only served a few months of a 12 month tour and were reassigned to the United States. Once again I will start the list:
