OK let me see if I can help. The request was for a list of capabilities.

1) As a senator he has demonstrated his ability to form relationships with leaders of foreign governments. (I am assuming you can verify that this has been demonstrated)

2) He can read a map of the world.

That is a list because it is more than one. I can't believe this is the best we can do ... got any more?

Two of the items I parsed from your paragraph are Nots. Nots don't really reveal capabilities. So I didn't include, Not a governor and not Bush.

The last 2 Governors we had Carter and George W. Bush have failed to meet the performance standards.

Uh, did you forget that Clinton was Governor of Arkansas? Did you forget that Reagan was Governor of California?
