Clinton was very intelligent and worked very hard as President, no doubt. Also a master politician but made many mistakes early on but seemed to have learned from those mistakes. Most of those mistakes were the handiwork of underlings in the Administration or major political gaffes by Hillary such as the Travel office fiasco or healthcare bureacracy proposal. Carter is one of the most honest President's we've ever had and also one of the unluckiest and made some critical mistakes. During the Carter years, he had some difficulty with his own Congress and Senate which were both Democratic. I think a lot of the blame during those years should fall on the House and Senate.
