Constructions isn't a service contract, its a construction contract. Architectural/Engineering is a service contract. Construction contractors normally are awarded to the highest bidder and are competitively bid. A&E services are awarded to the best value, e.g. the best technical competence based on experience at the lowest price. Who was the competition and were they a higher bidder or a better value?
