I think the headline is misleading. Kerry is saying he would take pre-emptive action against anti-US terrorists. Bush's doctrine, on the other hand, is to take pre-emptive action against people who are not anti-US terrorists, and pose no real threat to us. Thus, they are two entirely different doctrines.
