Ken Starr was ordered to investigate perjury in the case of Jones v. Clinton by a Special Division of the United States Court of Appeals for the District of Columbia Circuit, upon petition by the Attorney General.

If you want to blame someone, blame Janet Reno, but I suggest to you that both were doing their statutory legal duties, as mandated by laws written by Congress.
