Depends on who is yelling. Cities have nothing to do with school budgets, so they can't use that. School districts have everything to do with them, so that's their only weapon. The state affects all of these and can use all its weapons. During the budget crisis that has been occuring here in CA, we've had police, fire, road maintenance, and school budgets all threatened. But, yeah, hitting at the kiddies is a good jab because almost all parents are emotionally attached to their offspring and will pay up to help them.
